Rooted In Delaware

Travis was born and raised in New Castle County, DE. As a lifelong Delaware resident, Travis attended Thomas McKean High School and then graduated from the University of Delaware with a Bachelor of Arts in Political Science.

Starting My Career in Public Service

Upon graduating from UD, Travis began his career in public service as a Youth Rehabilitation Treatment Specialist working for the State of Delaware at the Ferris School in Wilmington. In 2002 Travis was hired by the New Castle County Division of Police and graduated from the New Castle County Police Academy that same year. During his 23-year career with the police department he has served in the Patrol Section, Special Operations Section, Special Projects Section, and the Professional Development Unit.

Leading Change in Policing

As a Senior Lieutenant with the police department, Travis has had the opportunity to develop, implement, and manage numerous projects including the body worn camera program and the police department’s de-escalation training initiative. These types of projects include experience with budgetary requirements, policy development, product acquisition through state and federal contracts, and grant applications and compliance. Currently, Travis is responsible for the supervision of the Special Operations Section of the New Castle County Division of Police.

Building a Stronger, Inclusive Community

Travis resides in the Hunt at Louviers with his two children, who both attend the Newark Charter School. During his time on City Council, Travis has utilized his many years of public service experience to ensure the City maintains a fiscally responsible government, with a focus on creating an inclusive community where families want to live and raise their children.

Our Path Forward, Together

Addressing Funding Inequities

Over the past year, Travis has been dedicated to ensuring the long-term financial stability of our City by addressing the imbalance in State-provided funding between Newark and the University of Delaware. The University’s tax-exempt status results in a loss of approximately $6.5 million annually in property taxes for the City. This imbalance has existed for decades.

Forming a Coalition for Change

To tackle this issue, Travis helped to form a coalition of City and State elected officials to address these concerns in Dover. Travis will work closely with the University to develop a long-term solution that is fair for everyone. But our fight is far from over, and we cannot afford to slow down.

Continuing the Fight for Newark

As your Mayor, Travis will continue to advocate for state legislation that ensures equitable funding for Newark. He will also re-energize the parking committee, bringing residents, business owners, and city officials together to develop a long-term, actionable plan to solve our parking challenges. Addressing affordable housing remains a priority, and Travis will focus on home ownership initiatives that benefit all residents. And, of course, Travis will continue to promote fiscal responsibility within the City.

Advocating for Newark’s Future

Building on the experiences Travis gained while serving on City Council, he will advocate for Newark at both City Hall and Legislative Hall, showing up every time to represent our City’s interests. Travis has worked tirelessly, and will continue to do so to earn your vote on April 8th.
